Webhook Message Delay

Due to a change to our messaging infrastructure on June 11th (Pacific Time), a subset of projects started building a queue of Webhook messages to be sent from our servers to the destination. This caused a delay (specific only to webhook notifications) that slowed down the rate of Webhooks going out considerably during that day. The engineering team pushed a fix for this on Sunday June 13th. For a subset of customers, Webhooks scheduled for 6/12 would have gone out with a delay that day or on 6/13 in some cases (if the Webhook did not have a setting to stop sending before that).
